  1. ONE MILLION VOICES FOR RURAL EUROPE

    Dear Communities,

Today, ELARD (the European LEADER Association for Rural Development) is launching a major European-wide campaign to strengthen rural development in the EU: My Rural Future. As members of ELARD, we know how crucial LEADER/CLLD is for empowering local communities, strengthening our rural economies, and ensuring territorial cohesion.

However, despite its success, the future of LEADER/CLLD is at risk. As the EU prepares its next multiannual financial framework (MFF), we must act now to secure funding, simplify access to resources, and reinforce the role of LAGs as key territorial governance actors.

This is why ELARD has launched a petition calling on the European Commission to prioritise participatory rural development in the next MFF. Our goal is ambitious: one million signatures to show the strength of our movement!

We ask for your help in mobilising the entire LAG network in [your country]:

    • Sign the petition here: https://elard.eu/petition_en/

    • Share the petition with your staff and board members.

    • Share it with all beneficiaries and relevant stakeholders in your network–  we have prepared a template for you which you will find attached.

    • Share via social/local media – you will find draft social media text and a press release template attached, and you can find background information and key messages on ELARD's campaign advocacy webpage

Please also find here visual materials that you can use to promote the campaign. The white spaces on certain visuals are for you to add your logo in.

This is a unique moment to make our voices heard. Let's make sure that LEADER/CLLD remains a pillar of EU rural development.

If you have any questions or need additional resources, do not hesitate to reach out.

DECC encourages your organisation to participate in this public consultation. This process will inform Ireland’s National Implementation Reports on the Aarhus Convention and PRTR Protocol 2025. DECC invites you to further disseminate information about the public consultation process and requests that you promote these public consultations through your organisation’s website and social media forums, where possible.

Aarhus Convention

The Aarhus Convention lays down a set of basic rules to promote citizen’s involvement in environmental matters and improve enforcement of environmental law.

Its provisions are broken down into three Pillars: Access to Information on the Environment, Public Participation in Environmental Decision-making and Access to Justice.

Ireland ratified the Aarhus Convention on 20th June 2012.

PRTR Protocol

The PRTR Protocol seeks to reduce the burden of pollution and waste by establishing publicly accessible national pollutant registers. The Protocol requires each of its Parties to establish and maintain a publicly accessible national PRTR that meets certain requirements which are set out

in the Protocol. The Irish PRTR, which was launched in 2007, is maintained by the Environmental Protection Agency and is available at  https://www.epa.ie/our-services/compliance--enforcement/whats-happening/pollutant-release-and-transfer-register/

25. Cavan Environmental Network Meets

The environmental member groups of County Cavan sent representatives to help reform the Cavan Environmental Network. This network exists in many other counties with support from both Public Participation Networks and The Irish Environmental Network. Members came together to discuss mutually beneficial projects, collective engagement and empowering environment at a countywide level to ensure a grass roots say in green development for the county. Chaired by CavanPPN Environment Secretariat member Damian McCarney, this initial meeting of the various groups helped bring them together and work on future projects and supports among the environment community of County Cavan. The meeting also invited John Toland from LEADER to discuss the new Cavan Community Forest Initiative they are launching. To get involved in a local environmental group check out our list of registered environmental members at: List of Groups | Cavan PPN | Public Participation Network If you are keenly interested in getting involved in any environmental aspects of the county's development or in taking a lead in one you're passionate about then contact us on info@cavanppn.ie

  1. PPN Workers Meet In Galway

The staff from across the country who support community representation, networking and capacity building met in Galway at the end of March. The event was MCd by Cavan's Daniel Downey and it included workshops on developing PPNs, shared examples of work undertaken and a wellbeing retreat for members to understand stress management and mitigation. Another aim of this event was to help members learn from one another in a peer-sharing way. PPNs are located in every count in Ireland but within their county bubbles few know the extent of work required to run a network of hundreds of groups with a little under two staff each. Matching, for example, Wexford staff who started some weeks ago with Cavan veterans of 11 years helps to guide the new staff member and re-learn/refresh the older member. The Staff Networking Retreat occurs each year and is funded by The Department of Rural and Community Development in support of the work PPN staff do on the ground at community level an find ways to enhance that work. The National PPN Conference is a wider gathering of PPN staff, secretariat, representatives, Councils, Department officials and politicians with an interest in the community voice of PPNs and how to better support and enhance this for the improvement of democracy across Ireland. It will take place this year in Trim, County Meath in October. Each PPN is asked to submit 6 attendees. We look forward to engaging at this and future events supported by The Department and key PPNs and Councils.
